This is one of the contents emphasized by Deputy Prime Minister Tran Hong Ha at the Announcement Ceremony of Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050, on the morning of February 28.
Important growth pole of the region
According to the Deputy Prime Minister, Binh Thuan is located on the North-South economic corridor, connecting the South Central Coast - Southeast - Central Highlands sub-regions, with distinct advantages in terms of geographical location, geo-strategic position in the era of integration and opening; in the era of seas and oceans and the global green transformation trend.
Promoting those potential advantages, the Party Committee, Government and people of Binh Thuan province have continuously made efforts, strived, promoted their mettle and creative spirit to overcome difficulties to develop strongly, affirming themselves as one of the important growth poles of the North Central and Central Coast regions.
The scale of the economy has increased more than 25 times compared to 1992 (the time the province was re-established). The gross domestic product (GRDP) in 2023 increased by 8.1% compared to 2022, ranking 14th out of 63 provinces and cities nationwide; ranked 4th out of 14 provinces in the North Central and Central Coast regions.
The socio-economic infrastructure system continues to be invested in and built in a synchronous, connected and shared direction. The average GRDP per capita is estimated at 87 million VND/person/year, with a tendency to increase rapidly in recent years.
In the context of the country's growth in 2023 being very difficult, it can be said that the contributions of the Party Committee, government, army and people of Binh Thuan province are particularly important.
Resolution No. 26-NQ/TW of the Politburo has set the goal of turning the North Central and South Central Coast regions into dynamic, fast and sustainable development regions, strong in marine economy; with a synchronous and modern socio-economic infrastructure, highly resilient to natural disasters and effective adaptation to climate change.
Developing a number of major industrial, service and international cooperation centers of the country with coastal economic zones and coastal urban systems that meet national and regional standards; where cultural, historical values and marine, island and forest ecosystems are preserved and promoted; the material and spiritual life of the people is constantly improved.
With its own conditions and advantages, Binh Thuan is identified as one of the industrial centers for clean energy; marine tourism, eco-tourism and one of the destinations of the Central Heritage Road; becoming a province with dynamic, fast and sustainable development; strong and rich from the sea.
By 2030, Binh Thuan is expected to strive to achieve an average GRDP per capita of about 7,800 - 8,000 USD; the urbanization rate reaches about 50.8%, and the core urban areas are "smartened".
The economy is based on the main pillars: Industry; tourism services, training and research on the application of science and technology, innovation; high-tech agriculture. Complete investment in the infrastructure system framework: Airport; seaport; highway; high-speed railway.
Digital infrastructure has the capacity to promote and improve the efficiency of digital transformation. Basic urban infrastructure is invested in a modern and well-organized manner... Binh Thuan people can easily access and use basic social services of good quality.

Synchronous development of infrastructure, smart and multi-purpose urban areas
However, the Deputy Prime Minister said that the Binh Thuan Provincial Planning announced today only orients the development space in the connection between the provinces in the South Central Coast sub-region of the North Central and Central Coast regions, as well as with other socio-economic regions, especially the Southeast and Central Highlands regions.
In particular, Binh Thuan needs to fully and comprehensively recognize and evaluate the advantages and disadvantages of the province in the North Central and Central Coast Regional Planning to plan and propose important and urgent infrastructure connection projects.
Sharing some thoughts and highlights in the process of implementing the Planning, the Deputy Prime Minister requested Binh Thuan province to fully and deeply grasp Resolution 06/NQ-TW of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas until 2030, with a vision to 2045, considering urban areas as a solution, goal, and driving force for economic development with accompanying commercial, service, industrial, and tourism ecosystems.
The Deputy Prime Minister said that the draft Law on Urban and Rural Planning is being developed and completed to create a legal corridor and methodology for urban and rural planning, but "right now, Binh Thuan should proactively choose reputable and famous consulting organizations to concretize the orientations and goals in the province's general planning into detailed plans, functional zoning with a roadmap and a hundred-year vision".
"With existing experience, Binh Thuan needs to learn lessons and overcome current urban problems such as surface water and groundwater pollution, traffic congestion, population density management, etc.", the Deputy Prime Minister discussed and requested the province to pay attention to perfecting mechanisms and policies for synchronous infrastructure development with smart, multi-purpose urban thinking, while preserving and promoting cultural heritages to become valuable tourism resources.

Harmony in choosing development priorities
Suggesting some orientations for economic development, the Deputy Prime Minister said that Binh Thuan must take advantage of its huge potential of sunshine and wind to develop renewable energy combined with the pumped-storage hydropower model to create a green, stable and balanced source of electricity for the power system. This is a breakthrough advantage for the province to attract investors in the global green transformation trend.
In addition, pumped-storage hydropower lakes and dams are also effective solutions to ensure water sources for the daily life, production and business of people and enterprises during the dry season.
In terms of tourism, Binh Thuan continues to innovate the way of designing and building tourism products, on the basis of promoting the potential of the sea and islands associated with exploration, sports, health care and relaxation. Along with that, cultural resources are also a very special source of inspiration and attraction for tourists.

Appreciating the viewpoint of "not putting mineral interests above environmental interests, preserving culture and nature", the Deputy Prime Minister suggested that Binh Thuan should harmonize in choosing development priorities.
"In places where minerals can be exploited, focus on deep processing technology, high value content, and if it conflicts with green industry, it is necessary to preserve and reserve," said the Deputy Prime Minister.
In addition to non-agricultural economic sectors, the Deputy Prime Minister noted that Binh Thuan should promote restructuring and develop agriculture towards production and deep processing areas, linked with irrigation infrastructure.
In order to meet the human resource requirements of key economic sectors in the future, the Deputy Prime Minister suggested that Binh Thuan coordinate with the Ministry of Education and Training to promptly update and include in the planning of the network of universities, educational institutions, and research centers.
"With determination, aspiration and creativity, Binh Thuan will prepare well for human resources to be trained and acquire knowledge focusing on the local key economic sectors, meeting the development goals set out in the plan," said the Deputy Prime Minister.

Proactively propose specific mechanisms and policies
The Deputy Prime Minister affirmed that the Government and the Prime Minister always accompany Binh Thuan province in the process of implementing the planning, but the province proactively prepares "baggage" in terms of planning, mechanisms, specific policies, economic and social infrastructure, energy... from the perspective and innovative thinking in the Planning.
With the participation of investors at the ceremony, the Deputy Prime Minister hopes that not only the Party Committee, government, and people of Binh Thuan province but also businesses will have initiatives and proposals to build Binh Thuan into an environment worth visiting, worth living, and worth investing in.
"Investors who have been granted certificates and decisions approving investment policies are ready with ideas, finance, resources, and localities must prepare mechanisms, policies, and locations for projects to be effective," said the Deputy Prime Minister.
The Deputy Prime Minister believes that with the spirit of overcoming difficulties, dynamism, creativity and aspiration to rise up of the Party committees, authorities, army and people at all levels, Binh Thuan will develop the province dynamically, quickly and sustainably, both in speed and quality; strong, rich from the sea, with an average income per capita higher than the average of the region and the whole country.
